The Broker Action Coalition‘s Black Homeownership Council has released a comprehensive playbook addressing a persistent statistical reality: Black and Hispanic homebuyers face 72% higher denial and predatory lending rates compared to white applicants.
Released during Black History Month, the playbook represents months of data analysis from mortgage brokers serving Black communities nationwide. Council Chair Dr. Jennifer Gormer brings both professional expertise and lived experience – she became the first person in her family to achieve homeownership at age 24.
The Data Behind the Disparity
Drawing from HMDA data and Urban League research, the council identified quantifiable barriers preventing equal access to mortgage capital:
- Financial Literacy Gap: Limited access to credit and financial education creates foundational disadvantages before Black borrowers begin applications.
- Down Payment Assistance Access: Despite numerous programs at federal, state, and local levels, awareness and utilization among Black homebuyers remain disproportionately low.
- Lender Overlay Impact: Some lenders impose requirements beyond standard guidelines, disproportionately affecting Black and Hispanic borrowers’ approval rates.
- Cost Escalation: Credit report fees have increased from approximately $25 to over $100, alongside insurance premium increases affecting debt-to-income ratios.

The council’s methodology involved examining real cases from mortgage brokers across all 50 states, representing both new professionals and industry veterans with 20+ years of experience.

The Black Homeownership Council operates within BAC’s proven advocacy infrastructure. The organization successfully mobilized grassroots support for the Homebuyers Privacy Protection Act, conducting 250+ congressional meetings before the bill’s passage in August 2025.
The council works alongside BAC’s Hispanic Homeownership Leadership Council and Veterans Homeownership Council, sharing research methodologies and coordinating on overlapping issues. It also partners with the Black Mortgage Professional Alliance (BMPA), founded by Dr. Gormer.
